I've read the document. IEEE is supporting "Immigration Visas" but not H-1B visas(temporary).
Can you shed some light what they meant by "Immigration Visas"?
It would be great if you can give us an example of some one coming on "Immigration Visa" and becoming a permanent resident and subsequently a US citizen.
Immigration visas are really GCs themselves. The only ones that I know who come directly to US on one are the family sponsored immigrants.
i agree IEEE is right about H1-B visas denying rights to workers (we dont claim it is perfect either).But it is just not conceivable for EB immigrants to come directly on a GC, given the long delays. So what they say sounds valid in theory, but impossible in practise.
If USCIS takes 5 years to process an EB visa,how is anyone going to wait that long to hire a foreign worker ? And what is going to happen to a foreign student when he graduates ? go back home and return after 5 years ? Even allowing for significant reform, and assuming their "instant GC" proposal is really instant, I dont see a GC ever being processed in under 2 years anytime in the near future. IEEE only provides lip service to legal immigration, while pushing its case against H1-B. I have not seen any concrete proposals from them to make the GC process painless. To me, it all smells of a veiled attempt to make the immigration process so cumbersome that few employers will want to even go for it.
IEEE-USA might at best be neutral towards our cause, but going by their reaction to CIR, I dont see them jumping with joy if GC numbers are increased.

How about having a monthy/semi monthly conf call (similar to Rajiv Khanna's call), that will probably help in making every one aware of the structure and heirarchy in IV. I am sure a lot of us want to do some thing...posting 100 times to get noticed can't really be the best way to manage the ideas.
I got a feeling that some members feel that IV run a secret community with-in IV (I am not sure how many watched the movie "The Stepford Wives" ).
I think that core members and volunters knows strategy and action plan well before others. I think there would be hierarchy within that also.
I dont see anything wrong in that.
Here I think what goes on internally.. If you are more active in the threads you would sure get a message from IV moderators about ur willingness to volunteer. IV core seriously does not have the ability to read the psyches of each individaul member and invite them int to the secret soceity(?). Only possible way to know for them is how much active you are for a while. i dont think there are any specific paramters for that , it is a matter IV core getting convinced that u r serious enough. Not a day or two.. How long .. and how serious you are with ur ideas...

Giving suggestion, since i went thru similar situation,i.e moved to a diff state.
We moved to Florida from California last week. Did AR-11 yesterday. We are about to file AP, our I-485 is pending at NSC but Florida comes under TSC.
File AR-11 first, after you see the LUD's(should not take more than 5 businesss days), which means ur new address is acknowledged by USCIS sytem , apply for AP
So not sure where to send our application.
Send to your current residence Service center, i.e. TSC
Intending to send following supporting documents.
1. 2 PP Size photos
2. EAD copy as we switched from H1B to EAD
3. I-485 receipts.
Should we include any additional docs like Copy of your previously issued AP or passport copy (1st ,2nd page and last 2 pages) or Last expired I-94 copy.
4.Old approved AP copies, if any.
Any advise would be of great help.

You should be very happy that it was approved quickly. I did not get my EAD which was applied in July 2007 and it is been more than 320 days...

And the worst thing is they approve it from the date tey approve it to 1 year after..My EAD which was expiring on 2th Sep'2008 was approved until Jun 20th 2009. Basically I got a 9 months extension...What a plan...

Seems like this is just a Republican backed bill. Dems will fight this or insist that some provisions for illegals be included as well. Also once elections are over it is possible that the Dems will be majority and then this bill gets kicked to the side.

Did anyone research whether it is possible to get some relief through rulemaking, instead of legislation? For example, there is no 'explicit' prohibition against issuing employment authorization to spouses of H1bi employees. The rule-making agency (in this case the DHS or USCIS) can grant a benefit that spouses be provided with employment authorization. Even mine is EB2 with level II. I did not see a single case from my company with Level III or Level IV but still a lot of them are EB2.
My 140 approval says: Mem of Profession w/Adv Deg, or Exceptional ability Sec 203 (b) (2).

What about time you already spent on H1? With NEW H1 you do not get your time back Also You do not need approval to start working with new employer. There are many differences between new and transfer.
